March 3 - La Paz, Bolivia. We arrived just in time to join Carnaval celebrations. Water, confetti, shaving cream -- no matter how cold it was at the 4000 metre elevation, everyone was in the mood to party. We had hoped to spend only 2 days here, just enough to get our visas to Paraguay and Brazil, but Carnaval shut down all government buildings from Sunday to Wednesday!
